As of right now, the bill has been referred to committee and has no additional movement and has no cosponsers. Looks like it is dead on arrival.

HR 45 would require every firearm to be registered, all transfers, even those between non-dealers would have to be conducted by a licensed firearms dealer, records would be able to be kept for an indefinite period of time, and every firearm owner would be required to receive unspecified training and a firearms ownership permit. All currently owned guns would have to be registered with the government. This is federal gun registration.

The reality is that it is a first step in gun confiscation or denial of transfer of guns. The law probably doesn't stand a snowball's chance of passage, but it is a good indicator of the direction the gun banners want to go in light of the Heller decision. Go to http://thomas.loc.gov and type HR45 in the search box, click on sponsors and make sure if your representative is on the list that you let them know that they will lose your vote if they continue to support this legislation.
